For anyone with this rig, the section in question starts on page 15 of the Advanced manual:

Did you manage to set this up using the RT Systems software or did it need to be done using the front panel?

This is a fine fully featured HT radio.  This weekend I spent many hours trying to take advantage of the 24 memory banks which will resister 100 channels each! Permitting grouping headings like family, friends, ARES, utilities, Littleton, Boston, hospitals, Doctors, etc.  which can be easily called and scanned etc.

Ten minutes ago I found the solution, and it works perfectly, this I must share immediately.
 
It’s nomenclature, the word BAND and word BANK refer to the same button choice in the manuals, however the radio button is printed BAND.
 
It’s the BAND labeled button you must press the manual tells you to “select” BANK.  The word select indicates you might look a the screen for or rotate the know until you find BANK. 
 
Which is correct the HT or Manuals?  For the user, just equate BAND = BANK while configuring.
 
This will help you with any FT-70DM configuring issues.
