Hello,

Those type of problems usually point to an internal power regulator used 
to drop the incoming DC supply to a lower voltage. The finals are almost 
always directly powered for the DC supply coming in. Most of the analog 
circuits will use +8 volts with +5 volts being used for the digital 
circuits. There is a pin on the mike connector that has +8V on it that 
you can check with a voltmeter.

I would try other bands to see if it is just 20 meters. If you meant 
that there is background static except when the radio goes "dead", then 
that also points to an internal power regulator problem.
