[bars] Band Chart for HF Operations

Hi Bill,

Thanks for sending along the latest band chart for the operating privileges of each class of license. I was the one asking about it during the last meeting since it’s been a few years since I’ve been on the air.  Since the advance class had been eliminated I wanted to confirm the privileges remained the same before I started operating HF again. 

That was a great meeting by the way, Mindy did a wonderful job showing the group just how much fun she was having with SOTA & POTA. It certainly inspiring me to get more active.
