8 gigs is still a good minimum Tom. 8 is fine for nearly anyone unless they
are doing some heavy duty editing or work or a lot of multitasking. But 4
gigs will barely cut it today. You want at a minimum an AMD Ryzen 3 or
Intel i3 processor running at least 1.6 Ghz with around a 4 Ghz boost. 1.9
Ghz or higher is even better.

I run an AMD Ryzen 5 Pro (multi core cpu) 3.2 Ghz with 8 gigs and a 256 gig
SSD as my ham radio computer and it runs everything I throw at it works
great. And multi-tasks with ease. But for most a 3 series should be fine.
(My work machine is MUCH more powerful)

A celeron or other ancient processor is crummy and slow. If that's good
enough for you, then fine. But I wouldn't touch it and have never sold one
in my business ever. The celeron goes back 20 years technology wise and is
a cpu w/o a math coprocessor. If you're doing internet browsing, email or
word processing, or something else basic. Then fine. But it's not fast and
never was.

Plus there are a LOT of old cpu's out there that are crap like the celeron.
It really depends on what you want to do. Spend less and get much less.
Spend more and get something that you won't need to upgrade or outgrow any
time soon.
