I happen to have read this part of my IC-756PRO manual yesterday.  On this
rig RF gain and squelch are basically separate ranges in the same physical
dial.  It is possible to configure the radio to always use maximum gain
(knob controls squelch), or an "auto"mode where AM and FM get squelch
control and SSB/CW/RTTY modes have RF gain control enabled.  At "noon"
position basically gain is full and squelch is low.

In the comedy department, the manual says: "The squelch is particularly
effective for FM.  It is also available for other modes."

I mostly run SSB on 10 and 20 so the knob stays at 12 o'clock position.
