[bars] Fwd: Ukrainian HAMs ask for help

All:

Just a word of caution here.  If we are going to send radio hardware and
the like to Ukraine, first make sure it's exportable. The government
prohibits export of a lengthy list of hardware and software that it thinks
could be used for military purposes and we don't want to run afoul of the
International Traffic in Arms Regulations (ITAR).  .
