[bars] Unofficial BARS Member Patch

All nice work, and I would be terrified to monkey with it myself.

I like Marla suggestion.  For the diamond start with the ARRL diamond and
replace ARRL with BARS.  Then since BARS is in the diamond remove the BARS
text at the bottom so the logo can be bigger.
