OK, from what I can see about that interface it provides both a control 
interface for freq & PTT via the 'CIV line' as well as a built-in sound 
card. The DE19 should add a new serial port and a new sound card to your 
PC when you attach it via USB.  You may need to manually install a 
driver for the CH342 serial port chip in the interface.  Did the 
interface come with any discs?
