[bars] Fcc shutdown

I ran an exam on 9/26.  Those who passed received an email with their license's minutes a couple business days and before the shutdown.  By the time the normal FCC download happens, feeding ARRL, QRZ, HRO, LOTW, etc. they were closed. My new hams are legal and licensed but their call signs do not check out for lack of the download so they can't really do QSO's, sign up for ARRL, QRZ, get the jumpstart program and so on.
