[bars] Navigating the FCC -- renew license and change name

I recently had to do this. It was not easy. You are dealing with two different database maintained by the US Gummit and they clearly are running on circa 1990's IBM AS400's or something similar.
 
And, if you do something wrong, the error messages returned are super not useful, in fact misleading.
 
The goal is to link the two DB.

Steps to Renew Online
1. 2. Navigate to "My Licenses": From the License Manager page, select the "My Licenses" link from the left-hand navigation menu.
* Initiate the Renewal: On the "My Licenses" page, select the "Renew Licenses" link.
* Select License(s): On the "Select Licenses" page, choose the license(s) you want to renew by clicking the "Add" button.
* Complete the Application: Follow the on-screen prompts to update any necessary information and answer the required questions, including the felony question.
* Pay the Renewal Fee: Submit the application and then pay the $35 renewal fee through the FCC's CORES (Commission Registration System).
* Confirmation: You will receive a confirmation email, and your license status will be updated in the ULS system.
