<p dir="ltr">I doubt the license fee is more than it actually costs to do the processing and record keeping.</p>
<p dir="ltr">I suspect that the license is an attempt to ensure that it does not become the wild west.</p>
<p dir="ltr">If you are unlicensed then you are at (extremely limited) legal risk. If you are licensed then you have very formally, and at the cost of 35 bucks, agreed to abide by the rules. So you are at (very limited) risk if you violate the rules.</p>
<p dir="ltr">I think FRS is unlicensed because the power is so limited, that they are unlikely to step on anyone's toes.</p>
