While 1Password _can_ be used offline, it's best used online, as it can then help invent and fill in completely random passwords, notify you of any of your passwords (or the services you use) being breached, highlight re-used passwords, and allow family sharing and cross-platform use (all browsers, computers, phones, tablets, etc).
If you are using it offline, you'll probably want to use mostly multi.word.passwords like countess.wry.environ.idealize.hurl (where that's allowed) and do the manual air-gapped copy/paste from your 'secure' computer to your 'internet' computer, though it's more difficult if you are using UA8uREf-yFGqkgRCdn2uF8vJhqvG6GZNsZBre3Tasq!nxu_CYdv8Z6!E2ExzVqhh.ZHwBcj.63.gQ3DrFTHds-KoovossqRxtcK4 as a password. 8*)
Unfortunately, it's gone from a purchase model to a subscription model at $36/year, but we use it on all our devices enough that it's worthwhile.
There are others out there, but I haven't used them, so can't comment.
