[bars] Bouvet Island PoTA

Sun is angry, again; Kp is rather high (4.7).

Time is growing short -- the last update from the island indicated they 
are planning to start take-down this wkend and perhaps leave entirely.  
They lost the 160 antenna due to wind and are not likely to repair it at 
this point.

I've got them on 3 bands FT8.  I'd _really_ like to get them on phone 
but that is increasingly unlikely at this point. ;-(
